Business Retention and Expansion

Expanding local businesses creates jobsExpanding local businesses creates jobsOne way to ensure the local economy is stimulated is by retaining and expanding existing business, thereby creating much-needed employment.

The Industrial Development Corporation's Agency Development and Support department acknowledges that jobs can be created in three ways: first, by attracting new business from outside a locality; second, by supporting the establishment of new enterprises; and third, by retaining and expanding existing business.

International best practice shows that retaining and expanding existing businesses is the most effective, most economical and most sustainable means of creating jobs. To this effect, the ADS, through its Business Retention and Expansion Programme, is funding agencies across South Africa to ensure proper support and assistance is given to local businesses.

Mainly, the programme seeks to understand the ease of doing business in the locality and the obstacles that may affect businesses' growth and expansion – and then provides solutions.

The specific objectives of the national programme are:

  • The capacitation of local economic development practitioners;
  • Ongoing development of the business retention and expansion methodology based on experience;
  • Raising awareness of the importance of business retention and expansion;
  • Enhancement of the capacity of agencies and municipalities in terms of partnership development; and,
  • Providing the basis for the development of evidence-based national policy on business retention and expansion.


The ADS has conducted research into and evaluated the outcomes of business retention and expansion initiatives in South Africa, documenting lessons for knowledge management purposes. It has used this information as a basis for a national roll-out of training and business retention and expansion interventions. Together with the Department of Trade and Industry and the Regional Integrated Development Strategy Fund, the ADS has implemented 10 interventions as well as conducted numerous business retention and training programmes.
