APPOINTMENT OF A PANEL OF CONSULTANTS TO PROVIDE TECHNICAL ADVISORY SERVICES FOR CONSTRUCTION PROJECTS TO THE IDC

The Industrial Development Corporation of South Africa Limited (IDC) is actively involved in the development and financing of projects that require construction work. The IDC does not have technical knowledge/ expertise in the construction work; and as a result, IDC often requires services of capable service providers to play a role of Lender Technical Advisor (LTA) on behalf of the IDC in projects where there is a requirement for construction work. The LTA; in such projects; is normally expected to carry out a watching brief and to financially monitor the project on behalf of the IDC. The LTA further updates the IDC with reference to all significant matters, beneficial or detrimental to the successful completion of the project.

IDC therefore seeks to appoint a panel of capable service providers to render Lender Technical Advisory services on projects that require construction work. The services will be required on a need (ad hoc) basis and the panel will be will be appointed for a period of three (3) years.

The Industrial Development Corporation (IDC) has its Head Office in 19 Fredman Drive, Sandton. The Head Office comprises of two adjacently located buildings i.e. IDC1 (Kindoc) and IDC 2 (Dymson). IDC 1 is installed with five (5) lifts (4 passenger lifts and one goods lift) and three (3) dumbwaiters. IDC 2 is installed with two (2) passenger lifts. The lifts need to be serviced regularly in order to ensure that they are safe and that they operate at their maximum capacity.

The IDC therefore seeks to appoint a capable service provider to provide a comprehensive maintenance service for all the lifts installed within the two buildings.

For purposes of this project, the role of the LTA will be to look after the interests of the IDC as a lender/shareholder thereby certifying and/or signing off on all disbursements under the loan, post 01 October 2013. The LTA shall be responsible for reviewing the construction work or activity and provide an opinion on the progress and cost monitoring of the Project for the benefit of the IDC.

APPOINTMENT OF AN EXTERNAL AUDITOR FOR THE IDC

Established in 1940, the Industrial Development Corporation of South Africa Limited is a national development finance institution set up to promote economic growth and industrial development. IDC is owned by the South African government under the supervision of the Economic Development Department.

According to Section 25 (1) (b) of the Public Audit Act, 2004 (Act No. 25 of 2004), the audit of the IDC is conducted by independent auditors in public practice. The appointed external auditors have a responsibility to perform specific procedures in terms of the Public Audit Act and make necessary submissions to the Auditor General as specified in that act.

The audit of IDC is currently conducted jointly by two external auditors. The appointment of one of the Auditors is up for tender in order to maintain a procurement system which is fair, equitable, transparent, competitive and cost effective. The appointed bidder will therefore conduct the audit jointly with the remaining audit firm.

Records Management Department is a department within Corporate Secretariat. The department is responsible for the management of IDC paper-based and electronic records. This is done through provision of the following services:

  • The administration of new applications for finance/ funding;
  • The administration of both incoming and outgoing correspondence (includes couriers, postal, deliveries etc.);
  • Ensuring that all conditions precedents for drawdowns have been met;
  • Registration of payments to clients;
  • The printing and scanning services; and
  • Messenger services.

The records submitted to the Records Management Department include various committee submissions, loan agreements, securities, correspondence, etc. This department ensures that records are managed to facilitate their easy storage and retrieval. As a government institution, the IDC adheres to the provisions of the National Archives and Records Services Act.

The IDC is embarking on a Records Management Project to review the overall Records Management Strategy for the IDC in order to identify and address any gaps that may exist. This will include the development and approval of a File Plan and Retention Policy for the IDC; as well as the Skills Transfer to Records Management Team. Through this strategy domestic leisure tourism will be marketed not only to a limited market based on affordability but will also target low-income South Africans through affordable holiday packages, developing strategic partnership with corporate and civil society organizations, etc.

The crèche currently has 65 children. Age group of children attending the crèche range from 3 months – 5 years, with each age group located in separate classrooms.

  • Playground/Junior Area (3 years to 5 years)

The IDC will provide and maintain facilities (work space, ablution, electrical, air-conditioning and playground). Payments for water and light usage (Municipalities Costs) will be borne by the IDC. The IDC will also be responsible for kids play apparatus (jungle gyms, toys, etc). The IDC will ensure these apparatus (indoor and outdoor play equipment) are safe and adequate for all age groups.

Skills development is about acquiring skills that are related to employment, job creation and the business market in the context of social change in order for provincial strategies to be fully realised. The Premier of the Western Cape launched the PSDF on 06 June 2011, with the following objectives:

  • To provide a mechanism where organised business, government, organised labour, civil society and institutions of learning and skills development can collaborate on skills development programmes and projects; the aim of which is to provide the labour market with the skills necessary for growth;
  • To provide a mechanism through which the medium and long-term skills needs of the Western Cape economy can be researched and identified to better inform the skills delivery strategies of institutions of learning and skills development;
  • To ensure each sector that is identified for support will have a skills development programme appropriate to that sector but also taking cognizance of the wider benefits for other sectors in the provincial economy.

The Industrial Development Corporation ('IDC') in conjunction with Tourism KwaZulu-Natal; Trade and Investment KwaZulu-Natal; and the Inqaba Community Trust on behalf of the Nonoti Community hereby invite Request for Proposals ("RFP") to beach resort operators with adequate financial capabilities and proven track record to submit proposals to manage and operate Nonoti Beach Resort. The objective of this RFP process is to identify an experienced, highly qualified and financially capable beach resort operator, with a commitment to the socio-economic objectives of this development, to act as the manager of the beach resort on terms and conditions most favourable to the development.

The Nonoti project is currently at Pre-Implementation study phase with EIA final scoping report being accepted by the Department of Agriculture and Environmental Affairs, Province of KwaZulu-Natal . The project is envisaged to be completed by 2015/2016.

As per indications of feasibility studies conducted on behalf of the project developers in 2010, the project's viability from a demand and a financial perspective are positive.

The estimated total development cost for the resort is R325 million including all public areas, facilities, bulk services, preliminaries, escalation and professional fees. The development will provide the following facilities and activities:

  • A 4 star hotel with a minimum of 200 bedrooms
  • Mix of 3 and 4 star self-catering facilities (minimum 140 units)
  • Variety of restaurants and bars using environmentally friendly structures
  • Small size conference/functions venue for meetings, workshops and functions
  • A number of swimming pools catering for both adults and children
  • Small retail facility for merchandise curios and personal amenities
  • Spa/Wellness centre
  • A variety of indoor and outdoor activity areas

REQUEST FOR PROPOSAL TO CONDUCT A FEASIBILITY STUDY FOR THE DEVELOPMENT OF A CABLE CAR OF BLYDE RIVER CANYON

The Blyde River Canyon Nature Reserve is internationally renowned for its natural splendour. Characterized by striking rock formations, with quartzite layers visible as sheer cliff faces in the Blyde River Canyon as well as on the edge of the escarpment, it forms the third largest canyon in the world (after the Grand Canyon in the USA and the Fish River Canyon in Namibia). Regarded as the largest 'green' canyon it has become one of the key attractions for the international and domestic tourist market in South Africa. It is located in an area with one of the highest known plant diversity figures for the Mpumalanga Province and contains many endemic species.

Possibly the best view in the whole of the Blyde River Canyon is of the "Three Rondavels", huge, round rocks, thought to be reminiscent of the houses or huts of the indigenous people, known as rondavels. This canyon is part of the Panorama route. This route starts at the town Graskop and includes God's Window, the Pinnacle and Bourke's Luck Potholes.

Mpumalanga Tourism and Parks Agency (MTPA) have identified the development of a Cable Car as a key to unlocking the tourism potential of the region and enhance competitiveness of the province with regard to adventure tourism. The proposed Cable Car will carry tourists from the upper-canyon (a site near Forever Resorts, Blyde River Canyon has been identified) to the lower-canyon where an array of activities will be provided, including boat rides, hiking, abseiling, white water rafting, to name a few.

The proposed development of the Blyde River Cable Car will provide an alternative to the Table Mountain Cableway in the Western Cape. It will also complement the current and proposed (i.e. Skywalk at God's Window) product offerings of the Panorama route and is expected to boost tourist numbers to this area.

The planning effort of the cable car development is mostly directed towards improving the economy. The economic impact of Cable Car project results in direct and indirect job creation, income and foreign exchange, empowering the communities that own the land as well as the multiplier effect within the local and regional economy.

IDC's Tourism SBU has identified the Cable Car as a project that they are keen to pursue mainly as a result of the anticipated positive impact that the proposed development will have on the South African economy more specifically in terms of job creation, local development and empowering the community through equity participation, training, skills development, employment opportunities etc. It should be noted that the subject property is under land claims and hence permission is required by the Land Claims Commissioner to continue with site assessments with regard to the Cable Car development process.

Preliminary studies undertaken by MTPA indicate that this facility will play a major role in generating tourism demand to the area as well as enhancing the experience of tourists to the region, without compromising the experience of others. The broad environmental guidelines for the establishment of a Cable Car have been completed and the project team has decided to procure the services of a reputable consulting firm that specialises in conducting studies for the tourism industry to assist with a feasibility study. The purpose of the study will be to gauge the need, viability, infrastructure requirements, product offering and packaging, potential market support, forecast usage, costs, benefits and multiplier effects of the Cable Car project within South Africa.

The introduction of competition into the domestic steel sector with the objective of lowering the prices of steel inputs consumed locally is the pivot of the IDC steel strategy. This is because high steel input costs inhibit the development of a robust and sustainable downstream steel fabrication industry to the detriment of job creation.

At the end of 2012 the IDC acquired a controlling interest in a local steel manufacturer which largely services construction and mining industries with a number of steel manufacturing and distribution channels located globally. This acquisition has the potential to play a central role in IDC's initiatives to introduce competitively priced steel products into the South African market. The company has four operating divisions which are located in Johannesburg.

It has always been IDC's intention to sell down part of its equity to strategic equity partners ("SEP") who can play a role in growing the company. Although IDC would ideally want to have one SEP, the diversity and spread of the operations is such that there is a limited number of SEP's around the globe with a similar profile and/or set of core competencies to "take on" the operation in this current structure. Potential SEPs have expressed an interest to only invest in specific business divisions of where they see an alignment with their own businesses. Success at attracting SEPs is premised on restructuring the various divisions into standalone subsidiaries.

REQUEST FOR PROPOSAL TO CONDUCT AN ENVIRONMENTAL IMPACT ASSESSMENT (EIA) FOR THE SKYWALK PROJECT- GODS WINDOW

The proposed Skywalk project will be a cantilevered glass walkway at God’s Window that protrudes from an elevated view point giving a 360 degree panoramic view creating the feeling of being suspended or hovering in the air. This is achieved by large glass panels on the floor and sides of the walkway that is suspended off the edge of a cliff. The structure is made of both metal for strength and rigidity, and glass for transparency. In addition, there will be a Skylift which is an external lift that lowers visitors on to a hanging platform on the cliffs below, giving a limited number of people a unique perspective of God’s Window/Blyde River Canyon Area. A fully fledged restaurant and revamp of the curio shops will be included as part of the Skywalk development which will complement the product offering. The proposed Skywalk will be the first of its kind in South Africa/Africa and will not only enhance the viewing experience at God’s Window but will also become an iconic tourist attraction which is expected to boost tourist numbers to this area.

The project team has decided to procure the services of a reputable consulting firm that specializes in conducting environmental impact assessment (EIA) studies to undertake and complete environmental assessments that will serve to inform the Department of Economic Development, Environment and Tourism’s (DEDET) decision on the environmental acceptability of the proposed development as well as inform the applicant’s understanding of the environmental implications of the various project alternatives, and the range of mitigation measures available, leading to an enhanced project and minimizing risks and delays and associated costs. The aforesaid work is to fully comply with all EIA Regulations. It should be noted that a feasibility study has already been commissioned and preliminary architectural drawings and cost estimates, though out-dated, have been concluded.

The South African automotive manufacturing industry is a world-class sector that forms the major player in the South African manufacturing sector. The automotive manufacturing industry's strategic importance to the South African economy must be seen as coming not only from beneficiation and fabrication, but also from the underlying potential the sector possess in terms of creating employment on a significant scale. While all the stakeholders in the industry agree that employment retention and creation is a major challenge facing the sector, there exists uncertainty on the employment levels, employment trends and the factors influencing the levels and trends in several of its sub-sectors. This uncertainty creates difficulties in credible measurement of the economic performance and potential performance of the sector as well as its social contribution to the entire economy. Better understanding would aid planning by stakeholder constituencies from government, industry and labour to plan their individual and particularly co-operative initiatives to create jobs in the automotive manufacturing industry. Many factors are perceived to have contributed to employment trends in the sector since 2005, some of which are highlighted below:

  • Technological innovation;
  • Workplace restructuring (including outsourcing, increasing use of labour brokers, subcontracting, casual work, short term or temporary employment contracts, etc.);
  • High input costs;
  • Effect of South Africa's geographical location on current and future markets;
  • Motor Industry Development Programme (MIDP) programme which encouraged rationalisation of companies and industrial sectors and well as trade and tariff liberalisation;
  • Impact of transition from MIDP to Automotive production Development Programme (APDP) (architecture of new programme);
  • Slow growth of local market;
  • Global over-capacity and supply in the motor sectors and growth of low-cost regions;

Some of these factors resulted from the drive of the industries to minimize costs, improve competitiveness, profitability and to meet the imperatives of globalisation. The primary rationalization process undertaken by the automotive manufacturing sector in South Africa was encouraged by the implementation of the Motor Industry Development Programme (MIDP) implemented in 1995.

Employer, government and trade union representative organisations in the Motor Industry Development Council (MIDC) agreed upon recommendation of the MIDC Employment Task Team to jointly undertake updated research on employment levels and employment drivers following the initial study in 2005 and to measure the impact of the MIDP and the potential for the APDP on employment. This is part of expanding the sector summit process in the automotive manufacturing industry. The stakeholders further agreed to undertake research into the causes of job losses and reasons for the lack of employment growth where it is found to be the case. Where the research finds that employment is declining it should investigate the causes of that and formulate strategic short, medium, and long-term recommendations to address the problems. In those sub-sectors and companies where employment growth has been experienced, the reasons for this growth must be established with a view to replicating these successes elsewhere. The results of such research and recommendations are expected to be considered by the MIDC Employment Task Team, resulting in recommendations to the MIDC. The results would assist in informing government and industry and labour planning on measures to stimulate employment creation in the automotive manufacturing industry. Finally, stakeholders jointly agreed on the formulation of this research proposal with the purpose of requesting FRIDGE to fund.

BSP provides technical assistance to its clients in the form of management consulting, advice, guidance, mentoring and B-BBEE consulting. Various Strategic Business Units (SBUs) and departments within IDC would request business support services from the BSP on behalf of their clients. The BSP engages outsourced consultants/experts to provide the services.

Hereunder is the process that BSP follows leading to the engagement of the consultants/experts:

  • BSP receives an enquiry from the SBU/department.
  • BSP screens the enquiry to ensure fit with the BSP mandate.
  • BSP conducts an investigation to determine business support needs, intervention objectives, estimated costs and timeframe for the intervention. These issues are included in the Terms of Reference (ToR) for each intervention.
  • The client representatives, the BSP representative and SBU/department representative all sign the ToR to indicate agreement on the content of the ToR.
  • Business support funding approval is requested from the relevant IDC funding authority.
  • The BSP identifies the appropriate consultant(s) on the business support database of consultants for engagement with the client.
  • BSP contacts the consultant(s) identified and, if available for engagement, is required to provide an Action Plan for the intervention, which must be acceptable to the client and IDC.
  • BSP issues a Letter of Engagement to the consultant(s) to be signed-off before engaging with the client.

Consultant(s) implements and submits reports, timesheets and invoices on a regular basis as per the ToR and/or the Letter of Engagement. The BSP provides ongoing monitoring of the performance of the consultant(s) to ensure compliance with the ToR. The consultant(s) submits an exit report on completion of the intervention. No invoice is paid without supporting reporting documentation.

REQUEST FOR PROPOSAL FOR THE COLLECTION AND ANALYSIS OF SOIL SAMPLES FROM AFRICAN CHROME SITE, 3 VAN TONDER STREET, BRITS, NORTH WEST PROVINCE

African Chrome is a contaminated land site in Brits, North West Province. The plant operated as a sodium dichromate manufacturer in the late 1990’s, until the company closed down leaving the site contaminated with CrVI. IDC took ownership of the site soon thereafter and commenced with a soil and groundwater rehabilitation project which is on-going today.

During 2008 – 2010 IDC excavated the bulk of contaminated soil and removed it from the site. Pockets of highly concentrated CrVI contamination have been discovered around the site in areas where it was not expected. The IDC wants to do further tests in order to locate remaining soil contamination both on the sub-surface soil and at depth underneath the concrete sumps that are on site. Therefore, soil sampling and analysis on sub-surface and underneath the concrete is required.

The sampling grid, compiled by WSP, describes how soil samples must be taken in the six working areas. These samples must be analyzed in an accredited laboratory to give accurate information regarding the location and volume of CrVI still remaining in the soil on site. The laboratory results, for both the surface soils and the soils underneath the concrete sumps, will be used by WSP to design excavation models which will indicate where excavations need to take place in order remove the remaining CrVI from the site.

An initial assessment concluded that a host of different products can be produced from ethylene as feedstock. It is also clear that South Africa currently imports large numbers of ethylene primary polymers and derivative products. It is required that a suitable consultancy organization be appointed to conduct a comprehensive scoping study on viable value chain opportunities and on feedstock/ technology/ product routes for ethylene and derivative products.

In order to achieve those opportunities the study should as a minimum include the following:

  • Identify local consumption of existing ethylene and derivative products, the associated market size and current origin of those products;
  • Identify market size for ethylene based products not available locally and which could present opportunities and/or niche markets;
  • Potential for localization/local manufacture of such products and barriers to entry;
  • Assessing new technologies and production of ethylene feedstock routes (non-conventional) that could enable the value chain;
  • Ranking of the potential product opportunities in terms of developmental impact (also geographical location) and financial sustainability;
  • Scoping of (at least) the top 10 ranked products in terms of viability for local manufacture taking into account infrastructure needs, skills levels, project size/costs, plant and equipment requirements, transportation, proximity to selected feedstock, volumes/tonnages and size of raw materials, other raw material requirements, main competitors, competitive advantages, potential returns, etc;
  • Barriers to entry;
  • Quantify the developmental impact for the products selected;
  • Pre-requisites for project sustainability and key success criteria;
  • Technical, market and financial risks associated with such opportunities;
  • Existing sales and distribution channels that could be utilized; and
  • Potential partners that would be interested in operating and or co-investing in such projects.

The proposed Shangoni Gate Project has been on SANParks agenda for the past 16 years, but due to various reasons the project never materialised. The main problems that hampered the development of the project were insufficient community participation. This led to unreasonable expectations from the community as well as an administrative focus, instead of a product focus to understand the broader economic impact with the possible benefits to SANParks, the surrounding communities and the potential investors.

Subsequently, SANParks approached the Development Bank of Southern Africa (DBSA) to assist with the stakeholder management and development facilitation outside the Kruger Park. In order to achieve this, the DBSA invited the Industrial Development Corporation of South Africa Limited (IDC), the National Empowerment Fund (NEF), the Department of Trade and Industry (DTI), the surrounding communities, the local municipalities, Limpopo Dept of Economic Dev and Tourism (LEDET) and other stakeholders to develop in the compilation of a Development Charter.

The Shangoni Gate Development Charter seeks to form a basic understanding between all the stakeholders clarifying amongst others, the roles and functions of the various parties. Various stakeholder engagements since June 2012 culminated in the signing of the Development Charter an agreed document as presented in Annexure 2. One of the goals of the Development Charter is to enable the commencement of a pre-feasibility study. What will be required external to the Kruger Park to enable the opening of the gate as well as what potential business opportunities exist for the surrounding communities.

  • The size and shape of the site should be sufficient to account for the planned programme and allow for a suitable flow from element to element.
  • Be as flat as possible to minimise ground-shaping infrastructure costs.
  • Be in a location where surrounding land uses are compatible with leisure development, i.e. not heavy industry or dense primary residential development.
  • Be in single ownership or require purchase negotiations with few current owners.
  • Be in an area with a positive image and in proximity to other complimentary visitor attractions or natural features.

REQUEST FOR PROPOSAL FOR THE COLLECTION AND ANALYSIS OF SOIL SAMPLES FROM AFRICAN CHROME SITE, 3 VAN TONDER STREET, BRITS, NORTH WEST PROVINCE

African Chrome is a contaminated land site in Brits, North West Province. The plant operated as a sodium dichromate manufacturer in the late 1990’s, until the company closed down leaving the site contaminated with CrVI. IDC took ownership of the site soon thereafter and commenced with a soil and groundwater rehabilitation project which is on-going today.

During 2008 – 2010 IDC excavated the bulk of contaminated soil and removed it from the site. Pockets of highly concentrated CrVI contamination have been discovered around the site in areas where it was not expected. The IDC wants to do further tests in order to locate remaining soil contamination both on the sub-surface soil and at depth underneath the concrete sumps that are on site. Therefore, soil sampling and analysis on sub-surface and underneath the concrete is required. 

The sampling grid, which is currently being developed, will be used to take soil samples that will be taken for laboratory for analysis to give accurate information of the location and volume of CrVI still remaining in the soil on site. The laboratory results, for both the surface soils and the soils underneath the concrete sumps, will be used to design excavation models which will indicate where excavations need to take place in order remove the remaining CrVI from the site.

The IDC would like to extend the programme to include psycho-social and academic support as well as additional financial aid to bursars from poverty stricken families. The corporation will still manage the financial aid aspect internally which is managed by Human Capital. The support programme will be a function of the Corporate Social Investment Unit.

There has been a compelling business rationale for companies to support the rapid scale-up in fight against malaria in Africa: a disease ranked the second-highest contributor to Africa Disability Adjusted Life Year (ADALY) and 72% companies and hospitals in sub-Sahara Africa are reporting malaria impact. Today, 500 million people in Africa, India and South East Asia and South America are exposed to this endemic disease. It is estimated to cause two and half million deaths annually and one million of which are children. As a result, effective regimens against malaria are continuously sought, especially against those strains of Plamodium falciparum (most common in 85-90% of cases in Africa, South East Asia and South America), which are resistant to conventional quinine and acridine base drugs.

Historically, the treatment of malaria in poor countries has been viewed by most large pharmaceutical companies as not being a lucrative business. Malaria has consequently not attracted the attention that would be expected for a disease of its prevalence. The development of anti-malarial treatments is hence hampered, with more focus being placed on the prophylactic based tourist market. This trend cannot continue, as alternate solutions need to be developed for the African continent.

Artemisinin (qinghaosu), which has been isolated from Artemisia annua L. is an active constituent from traditional Chinese herbal medicine which has been used for treatment of malaria in China for more than 1000 years. The compound is derived from A. annua (annual wormwood, sweet wormwood, sweet annie), a highly aromatic annual herb of Asiatic, eastern European origin, is widely spread throughout the temperate region as well as some parts of the United States. The compounds are viewed as in short supply with demand expected to continue to far exceed current production capacity. Therefore we request a service provide or consultant to provide a detailed a market study of artemisinin-based combination therapy (ACT) drug overview focusing in African continent.

REQUEST FOR PROPOSALS FOR THE PROVISION OF PROJECT MANAGEMENT AND CAPACITY BUILDING SERVICE AT KING SABATA DALINDYEBO (KSD) LOCAL MUNICIPALITY

The King Sabata Dalindyebo (KSD) Local Municipality region is a Presidential Project node established to deal with the objective of arresting the decline of service delivery, decaying infrastructure and constrained economic development in Mthatha. Under the KSD Presidential Revitalization Project, different workstreams have been established and mandated to deliver on the key objectives based on the identified catalytic projects. To this end, the Economic Development Workstream, co-ordinated by the dti, and composing of the King Sabata Dalindyebo Local Economic Development (KSD LED) Or Tambo District Local Economic Development (ORT LED), Eastern Cape Local Government & Traditional Affairs (ECLGTA) and the Provincial Economic Department, has been tasked with the implementation of economic and industrial development in the region.

The two main outputs of the assignment are to develop (1) A Regional Industrial Implementation Strategy; and (2) Facilitate the implementation of key economic catalytic projects. Tasked with delivery on these Presidential objectives of the projects, the dti identified the IDC to manage the procurement and delivery of the above-mentioned plans. A service provider has been appointed to compile Regional Industrial Implementation Strategy and has commenced with the work.

As acknowledgement of an identified lack of delivery capacity within the KSD Municipality, the project seeks to appoint a firm to provide project management and co-ordination capacity for the Economic Development Workstream.

TENDER FOR MARKET RESEARCH ON COMMERCIALISATION OF NGUNI CATTLE

The Industrial Development Corporation’s (IDC) vision is to be the driving force of commercially sustainable industrial development and innovation to the benefit of South Africa and the rest of the African continent. The corporation’s primary objectives are to support industrial capacity as well as promote entrepreneurship. One of the sectors that the IDC funds is Agro-Industries which plays a leading role in the development of the agricultural value chain of South Africa and the rest of Africa.

The IDC has since 2002 been involved in the roll-out of the Nguni Cattle project. The project is currently being implemented in six of the nine provinces (Eastern Cape, Free State, Limpopo, Mpumalanga, Northern Cape, and Northwest). Gauteng, KwaZulu-Natal and Western Cape provinces have also recently been added to the list, bringing the total to nine.

The implementation of the project has over time generated interest around the possible commercialisation of Nguni Cattle, the possible integration of Nguni into the Beef Industry Value Chain either in their pure form or as hybrids crossed with Angus breeds. In view of this interest various business models need to be explored, and developed in order to test the feasibility of the above assumption.

The IDC therefore seeks to appoint qualified consultant/s to conduct a business case and subsequently develop a business plan for the commercialisation of Nguni Cattle.
